Planning the Improvements

Will mass grading balance on-site? Has the volume of material brought on site (sand bedding, pipe, stone base and asphalt, basement excavation, etc.) been considered? Will the landscaped areas accommodate topsoil stripped from the paving and building areas? Could an area be left on site for a buffer to generate or waste compactable material? Is the compactable material susceptible to small changes in moisture content?

Could the underground be shallower? Could the amount of compacted sand backfill be reduced? Can the number of storm structures, fire hydrants, gate valves, and sanitary manholes be reduced, while meeting local and regional engineering requirements? Could the pipe size be reduced? Do you need so much pipe in the ground? When should temporary storm pipe be considered a necessary evil? Should sleeving for utility crossings always be backfilled with compacted sand? How much movement of the subgrade is acceptable when proof rolling prior to paving? Will the streets be dedicated? Should concrete curb and gutter sit on the subgrade or on the aggregate base of the road? What are some alternatives to concrete curb and gutter?
